Metatarsal Alignment ?

I've had some pain in my fifth metatarsal about an inch behind my toe, one the edge of the ball of my foot. I went to a podiatrist today and she took a side view x-ray of my left foot. It showed that my fifth metatarsal was lower than the other four. She said that the likely cause of my pain was that the fifth metatarsal was striking the ground first and, therefore, taking the brunt of the force on every step. She recommended custom orthodics with a modification that would realign the metatarsals.

Does this diagnosis make sense?
If so, is this the best way to treat it?
Are there alternatives? Would strengthening the muscles in my feet help? Is there any other way to fix this problem other than surgery or orthodics?

DocPod 		The treatment sounds appropriate. The only way to remove the load from the fifth metatarsal is some sort of accommodation in an orthotic or surgery to lift the metatarsal.

There are no exercises that can do that.
