Pain on bottom of feet ?

After exercising for only a few minutes I get a terrible pain in the bottom outsides of my feet. It starts just below my pinkie toes and goes almost all the way to my heels. The right foot is very bad very quickly, the left takes a bit longer and is never as bad. It doesn't matter what type of shoes I wear (running, hiking, boots, tennis, sandals, none), or what the terrain is (street/sidewalk, dirt trails, rock/gravel, treadmill/elliptical, carpet). It's making it very hard to do any type of cardio. I have to rest every 5 minutes or so because the pain is too much. I'll try anything that might help.
