fat pad of the foot ?

Three years ago I was diagnosed by a MRI with two neuromas in my left foot. My symptoms were a feeling of fullness but no pain at all with some numbness in the toes. I was administered a lot treatment including shots, orthotics, massage and cryo procedure. Nothing helped. A few days ago I went to another podiatrist and diagnosed me with not a neuroma but my fat pad has displaced froward along the toes with loss of motion in the toes. He further explained that am not able to fully extend my big toe and I probably need to sx to straighten toes out and move fat pad back. We are going to try new orthotics and see if that helps. Is anyone out there familiar with with condition? Was not able to find much on the web about my problem. Your thoughts will be most appreciated

thanks

Yes, this sort of thing is quite common. The plantar fad pad that protects the metatarsal heads can "migrate" distally.
