How to get a nail bed hard after having ingrown toenails pulled out?

I got two ingrown nails fully removed from my big toes in 2006 and then had it done again a year later as they started to grow back. The problem is that the skin never hardened so the nail bed is very soft, therefore I cannot wear nail varnish as it doesn't stay on and I can't wear open-toe shoes for fear of someone standing on them (plus they're ugly.) I've tried surgical spirit on them but that didn't work. Can you please give me advice? I have been discharged from my podiatrist and to go through the doctor just to ask this question would take a long time.
