old foot injury (probably a stress fracture 10 years ago) often tender, stiff, now toes twitching. Any ideas?

Sometimes becomes worse with light jogging, but also with weather changes and inactivity.

Hard to say without a complet examination. Some of your symptoms suggest a neurological type problem. If its an old injury, then often the first place to start is with mobilizations from a physical therapist.
