what would be the cause of a brownish bluish very sore and tender big toe with red inflammation around the bottom of nail which has now spread to other big toe ?

This is my daughters toe who is in the Army. They cut into her toe and expected to find pus and did not. They are stumped.

Mystery. WOuld need to see it before saying what it is. It does sound suscpiously like chilblains - if it has been itchy as well and was read before it turned into teh blueish color, then that would be my best guess.
